In the London Boroughs of Ealing, Brent and Hammersmith & Fulham most private landlords need a mandatory licence to rent out a house or flat.
Councils are extending their licensing schemes to endeavor to raise standards in the private housing sector.
Landlords with unlicensed properties could be liable to prosecution and an unlimited fine.
Each licence is comprehensive and complex in its application and is valid for a period of 5 years from the date the licence is issued.
